NRC 10 CFR Part 52 establishes a one-step Combined License (COL) process with pre-certified standard designs for new nuclear reactors.
Part 52 enables Early Site Permits, Standard Design Certifications (e.g., AP1000, ESBWR), and COLs. It has supported four AP1000 units under construction. Design certifications last 15 years, renewable.
Why it matters now
Part 52 COLs in 2025-2026 will fast-track SMRs like BWRX-300 amid data center PPAs and HALEU availability.
